LCCAA was created in 1966 as a private non-profit organization dedicated to continuous improvement and betterment of the local communities. It became part of national policy known as The War on Poverty.
The initial mission of our agency was to improve the social well-being, economic capacity, and opportunities for low-to-moderate income individuals and families. To begin to achieve this basic purpose, LCCAA implemented two successful programs, Head Start in 1966 and Home Energy Assistance Program (HEAP) in 1973.
Since LCCAA was created, we have acted as a provider for a wide range of public and private resources, programs and policies which give individuals the opportunity to improve the quality of life for themselves, their families and their communities. We strive to help others to seek self-sufficiency through the pursuit of values, expectations and the development of responsibility.
