About the Winter Crisis Program (WCP)

A special component of HEAP is the Winter Crisis Program (WCP). Last year, there were more than 175,000 households in Ohio served by the Emergency Winter Crisis Program. The program provides assistance once per heating session to eligible households that are disconnected, threatened with disconnection, or have less than a 10-day supply or less than 25 percent supply of bulk fuel in their tank. Those households, serviced by a PUCO-regulated utility, must sign up for the Percentage of Income Payment Plan Plus (PIPP Plus) or another payment plan in order to receive emergency benefits. Bulk fuel users must certify in writing that they have less than a 10-day supply or less than 25 percent supply of bulk fuel in order to be eligible. WCP can also help pay for heating system repairs in certain cases.

Please note that our HEAP Department is only able to see a limited number of walk-ins each day for the Winter Crisis Program.
