Home Weatherization Assistance

The Home Weatherization Assistance Program (HWAP) is a stated-funded program designed to provide safe energy conservation measures to income-eligible households throughout Lorain County.

HWAP provides weather-stripping, insulation, caulking, water heater blankets, refrigerator replacement, heating/cooling system repairs, and compact fluorescent lamps to make dwellings more energy efficient, thereby reducing energy usage/costs, while safeguarding the health and safety of the household.

Weatherization technicians complete energy audits to determine which energy measures are most appropriate and cost effective for each home. Weatherization reduces energy costs for low-income families by improving the efficiency of their homes.

Weatherization Services Provided:

  • Inspection of house, including the furnace and stove
  • Insulation of the hot water tank and pipes - this will lower the energy consumption rate of the water heater
  • Wall and attic insulation and other air infiltration measures, as determined by the inspector
  • Calibrated blower door testing to ensure any air leakage has been addressed
  • Consumer education on Energy Conservation

    Who is Eligible?

    All families who have received assistance any time during the last twelve months under the Supplemental Security Income (SSI), or Home Energy Assistance (HEAP) (does not include Emergency HEAP) are automatically eligible for weatherization services.

    Households who do not live in federally subsidized housing, and do not supply their own primary heat source (i.e., owns a gas well or cuts its own wood), will generally be eligible for services if they meet the U.S. Department of Health and Human Services income guidelines listed below:

    Please completely fill out the application and include the following attachments when submitting your application:

    IF YOU OWN YOUR OWN HOME:

    • Complete the Homeowner/Authorized Agent Certification Form.
    • Document that you own your home by providing your deed or Property tax receipt.
    • Document total household income for everyone in the household over 17 years of age for the twelve months preceding the date the application is submitted.
    • Provide your Gas and Electric Bills (must bring both pages of your bills).

    IF YOU RENT:

    • Have your Landlord complete: The Homeowner/Authorize Agent Certification Form; the Energy/Utility Cost included in the Rent form if your landlord pays your heating bill; The Option Landlord Contribution Form if you pay your own heating bill.
    • You and your Landlord must complete the Landlord/Tenant/Agency Agreement Form.
    • Document total household income for everyone in the household over 17 years of age for the twelve months preceding the date the application is submitted.
    • Provide your Gas and Electric Bills, regardless of who pays them (must bring both pages of your bills).
    • DUPLEXES NEED TO HAVE AN APPLICATION FILLED OUT FOR BOTH SIDES AND ALL ABOVE INFORMATION WITH THE APPLICATION.

    Weatherization services by LCCAA

    HWAP is designed to help low income residents save fuel and money, while increasing the comfort of their homes. Although most dwellings waste energy, different types of houses and apartments have different energy problems, and we assess every situation for your unique weatherization needs.


    In 2008, 112 homes were weatherized, more than 1,300 energy conserving light bulbs were distributed, and clients all participated in an Energy Conservation Educational Program.
